What it is for

Kent County Council has a statutory duty to maintain, manage, and improve the highway network. As KCC has no internal workforce to deliver these obligation external contractors are required. The Local Highway Maintenance Support Contract (LHMSC) will augment the delivery of maintenance across Kent directly at a local level for the residents and businesses of Kent. Works will be managed by Highway Managers to target budgets effectively for pothole repairs, patching and network condition improvement. Core services include pothole repairs, small to medium sized patching and resurfacing works, with additional resource available during emergency and severe weather events, other in scope activities and civils requirements may be required as needed. Contractors deliver an annual 6-8 month programme, usually April to October, with works outside this period as required. The service is delivered across 6 lots. The initial term runs from 08 April 2026 to 07 April 2029 with optional extensions up to 07 April 2031, applied in any increment up to a maximum of 2 years. These are zero valued contracts with no guaranteed works. However, the maximum combined contract value is £100,000,000.00 , equating to approx £16,666,666,67 per lot over the full duration of the contract period, including the extension periods.
