What it is for
ONR is conducting a mini-competition between suppliers approved under Lot 3 of Crown Commercial Services RM6187 Management Consultancy Framework 3 for the purpose of procuring the services described below: ONR require the support of an external partner to assess the current state of Organisational Learning and Knowledge Management, and to provide future state options for consideration, along with a high-level implementation plan for the preferred option (to be selected by ONR management). This will comprise of: • Current state assessment: undertake a current state assessment, informed by ONR's preparatory current state assessment, and developed with input from a proportionate number of key stakeholders across ONR. This includes the completion of a relevant maturity assessment (or equivalent industry benchmarking activity) to be undertaken by the supplier. The supplier will provide a report at the end of the assessment; • Gap analysis: undertake a gap analysis of current capability against reasonable targets (end-state) which are based on relevant expertise and best practice, and which also take into account of the role of ONR and its future challenges; • Options analysis: provide a set of future state costed options for ONR to consider (considering the key elements of; people, process, culture and technology), with a recommended way-forward based on prioritised assessment criteria. ONR is seeking a range of potential options of varying complexity, cost and duration. Alignment of the options with ONR's IT platform, digital strategy and planned organisational change is required.
