What it is for

The Cambridgeshire and Peterborough Combined Authority (CPCA) seeks a supplier to support the evaluation of the Investment Fund (also known as 'Gainshare') as part of the Gateway Review 2 process. This evaluation will contribute to the final assessment of the Fund's performance, particularly in terms of progress, impacts, and the development of local capacity and partnership working. The purpose of this specification is to secure services that will deliver evidence across several key areas: 1. Progress Evaluation: Evaluating the financial and delivery progress of interventions supported by the Fund. 2. Progress Plus Evaluation: Assessing emerging outcomes and forecasting the long-term impacts of larger or more complex interventions. 3. Impact Evaluation: Conducting in-depth evaluations of two specific interventions to assess their contribution to long-term economic outcomes. 4. Complementary Workstreams: Reviewing the evolution of local governance, capacity building, and partnership effectiveness since the first Gateway Review.
