What it is for

The Building Safety Regulator (BSR) became operational in April 2023, introduced as part of a range of measures to improve building safety as part of the Building Safety Act 2022. HSE is looking to procure a research study which will aim to identify what it will be feasible to include in an economic impact assessment of the programme. The key aim of this feasibility study is to: - identify the data and methodology that would ideally be required in order to carry out a full economic impact evaluation of BSR, building on sound principals of impact evaluation as described in the Magenta and Green books; - to identify whether that required data is already being collected, and how regularly it is updated; - and to provide recommendations for data collection during the life of the programme to fill any gaps in existing data sources.
