What it is for

Specialist external expertise is required to help ensure enforcement activity remains technically robust, legally defensible, and aligned with National Highways' Road to Zero Harm objectives. This commission has been established to provide that expertise. The service is being commissioned to: - update national enforcement guidance (including NESA and ENGF) so it reflects current operational, legal and technological requirements. - enhance National Highways' understanding of the relationship between enforcement activity and driver compliance. - improve the collection, analysis and integration of enforcement and system-performance data; and - Evidence the potential benefits of embedding an enforcement data dashboard into a National Highways-hosted environment, ensuring interaction with the Digital Demand and Digital Services governance processes only to the extent required to inform this exploratory stage. The Consultant shall provide specialist technical, analytical and policy support to National Highways to enable the effective development, governance and operation of enforcement activities across the Strategic Road Network. The service includes project management, data analysis, standards and guidance updates, dashboard migration, and support to evidential processes. All deliverables shall be submitted to the Service Manager for acceptance.
