What it is for

Oxfordshire County Council (the Customer) is contracting for the supply of equipment, software and services to support the enforcement of moving traffic offences as part of the implementation of the trial Traffic Filter Scheme. The Customer is seeking to implement the enforcement of a specific moving traffic contravention under the Traffic Management Act 2004 at several locations within the Customer area. The Contractor shall supply suitably approved devices at all locations for the capture and transfer of Observations to the Evidence Review System, transferring only those Observations that are potential Contraventions. It shall also be possible to move some or all of the capture equipment to enforce contraventions at other locations within the Customer area. The contract was procured by further competition under Lot(s) 4 of ESPO Framework 509_23. This Contract includes the Equipment, Applications and / or Technology Services (EATS) to support Compliance Management Operations. The Contract will be established for the services for an initial period of 24 months, with an option to extend for another 24-months (4 years in total) with a whole life value of 1,181,651.51. The Contract is intended to start on 29th January 2024 or as otherwise agreed. Within the whole life value of £1,181,651.51 there is a provisional sum of £100,000 for development changes over the course of the contract.
