What it is for

In October 2021, WYCA received £830 million to deliver a comprehensive programme of local transport improvements between March 2022 and March 2027. Nearly three years into the programme, this baseline review is intended to: • Conduct a detailed assessment of progress to date and learn early lessons that can inform the approach to other capital programme at WYCA, such as CRSTS 2. • Support detailed planning for future programme-level monitoring and evaluation (M&E), particularly on more methodologically challenging areas The evaluation approach, including scheme typologies, typology logic models, and typology research questions, remains central to the M&E strategy and should shape the CRSTS Programme Baseline.
