What it is for

The key purpose of this service is to 'ensure standards and requirements for Freight and Litter are up to date and support company objectives for RIS3 and beyond'. The key objectives include: 1. Provision to identify existing and develop standards and requirements to meet needs of freight customers within scheme development and relating to standards that sit within the Design Manual for Roads and Bridges (DMRB). 2. Use the outputs from Network Planning's Lorry Parking study on rest areas and laybys with SES' focus on standards to influence an update to DMRB CD 169 - The design of lay-bys, maintenance hard-standings, rest areas, service areas and observation platforms. 3. To embed and assure compliance of the Customer Service Standard on Reducing Litter and ensure the DMRB Standards for Inspection and Maintenance (GS801 and GM701) relating to 'Sweeping and CED Portfolio Business Case 2024-25 Page 26 of 48 Cleaning' and are up to date and align with Defra's new Code of Practice on litter and refuse. 4. Updating and relocating the behavioural toolkit which contains information and data on previous litter interventions, including evaluation and benefits. The toolkit is referred to in the Customer service Standard so requires updating to make the CSS effective and needs to be easily accessible. 5. To review current National Highways Standards and requirements, other standards and requirements such as LTN 1/20 and customer insight to understand if updates are required.
