What it is for

The Domestic Net Zero Programme of 2024 to 2027 forms a large part of the Climate and Environment Plan, Wave 1 that itself formed a major part of our push to achieve Net Zero by 2038 - with significant progress by 2030. Consultancy resource is required to undertake a number of evaluation tasks that will both guide later starting aspects to the programme and report on the programme delivery to term. The appointed consultant will be expected to work closely with the Combined Authority to assemble and evaluate relevant quantitative monitoring data and any other qualitative information which may be available or need to be generated. It is suggested that the evaluation work is considered in four stages, each of which will contain a number of tasks: Stage 1 - Inception and programme development Stage 2 - Programme scoping and initial interim scheme evaluations Stage 3 - Main scheme process evaluation tasks Stage 4 - Completion of impact work and final reporting
